The majority of the cogs of this inequality machine , between North and South as in the grounds of the developed countries themselves can still be removed. Too often , the argument of fatality is nourished by censoring of information on alternatives .It is by this method that the international financial institutions and media’s ( whose owners are often the beneficiaries of globalisation) have kept quiet about the proposition of the American economist James Tobin , Nobel prize for economics, to tax speculative transactions on the money markets . Even when the tax is fixed at the particularly low rate of 0,05%, the Tobin Tax would generate almost 100 billion dollars per year. Collected, for the majority by the industrialised countries where the major financial centres are situated , this sum could be given to international organisations for actions of solidarity , for the promotion of education and public health in poor countries, to ensure food supply and sustainable development. The implementation of such a programme would put sand in the wheels of speculation. It would feed the logic of resistance , reopen a space for manoeuvre for citizens and the state and, overall, would signify that politics was gaining the upper hand.

The total liberty of capital movement, fiscal paradises and the explosion of speculative transactions has pushed nations into a race in favour of the major investors which is lost in advance. More than 100 billion dollars come and go each day on the foreign exchange markets in search of immediate profit and without the slightest connection with the production and commerce of goods and services. Such an evolution has as a consequence the continual growth of capital revenue as opposed to that of labour, the generalisation of precarious working conditions and the growth of poverty . ATTAC proposes to participate and co-operate, to debate together, produce and distribute information and to act together.
