Vi viser til e-post 29/3 fra deg til Solveig Torsvik/DNA. Her følger svar på dine spørsmål:
1. Vi har ingen egen arbeidsgruppe om dette, men vi har DNA's internasjonale utvalg og en faggruppe for internasjonal analyse, knyttet til vårt utredningssekratariat, som arbeider med å følge opp partiprogrammets internasjonale kapittel, jf pkt 2.
2. I vårt prinsipp- og arbeidsprogram heter det i avsnittet Globale økonomiske spilleregler, (s 34):
«Vi lever i en globalisert økonomi med svake internasjonale styringsmekanismer.
Arbeiderpartiet går derfor inn for en sterk Verdens handelsorganisasjon med forpliktende
samarbeid om handelspolitiske spørsmål i bred forstand. Vi støtter forslaget om et
økonomisk sikkerhetsråd som kan trekke opp hovedretningslinjer for den globale
økonomien, og se denne i sammenheng med miljø, sysselsetting, kampen mot fattigdom og
respekt for grunnleggende menneskerettigheter. Det
økonomiske sikkerhetsrådet må samordne målene til Verdensbankgruppens fonds og banker
med Verdens handelsorganisasjon, og sørge for at det etableres politisk styring og
lederskap i globale økonomiske spørsmål. For å motvirke ødeleggende
valutaspekulasjoner, går vi inn for at det i internasjonal sammenheng gjennomføres en
utredning av spørsmålet om skattlegging av valutatransaksjoner. En slik skatt må
innrettes slik at den motvirker kortsiktige og destabiliserende kapitalbevegelser. Skatten
bør i mindre grad ramme handel mellom land og langsiktige investeringer. Inntektene av en
eventuell skatt på valutatransaksjoner kan være et bidrag til finansiering av globalt
samarbeid, blant annet gjennom FN-systemet.»
3. Vi viser til pkt 2 ovenfor og til stortingsmelding om De forente nasjoner (nr 43, 1996-97) der Arbeiderparti-regjeringen blant annet gikk inn for et økonomisk sikkerhetsråd i FN.
4. Den såkalte Tobin-taxen har gjennom lengre tid stadig vært et tema på møter i Sosialistinternasjonalen og i de europeiske sosialdemokraters parti, PES. Blant annet har vår partileder Thorbjørn Jagland tatt opp saken i sine innlegg.
5. I og med at Norge ikke er med i EU, og i og med at Arbeiderpartiet for tida ikke er
regjerende parti, så fremmer ikke vi forslag om hva EU bør behandle i sine offisielle
organer. Men ut ifra vår programtekst om en internasjonal skatt på valutatransaksjoner
ser vi positivt på samspill
mellom alle land som vil arbeide med idèen om Tobin-tax.

Reference is made to your e-mail of 29 March to Solveig Torsvik. Here are our answers to your questions:
(1) There is no working group dealing exclusively with this issue, but there is the DNA's International Committee and a special group of experts on the analysis of international issues associated with our investigation and planning secretariat, working on the follow-up of the international chapter of our party's platform, see (2) below.
(2) In our platform and working programme, the section dealing with "global economic ground rules" (p. 34) contains the following passage:
<<We live in a globalized economy with weak international control mechanisms. Arbeiderpartiet is therefore in favour of a strong World Trade Organization where a concerted effort can be made to reach binding agreement on trade policy in a broad sense. We support the proposal for an economic security council that can draw up general guidelines for the global economy and consider it in the context of environmental protection, employment, the fight against poverty and respect for basic human rights. This economic security council must co-ordinate the goals of the World Bank group funds and banks with the World Trade Organization and ensure that political control and leadership is established for global economic issues. To counteract destructive currency speculation, an international study of the issue of currency transaction taxation should be conducted and would receive our support. Such a tax must be so orientated as to counteract short-term and destabilizing capital movements. The tax should not unduly restrict international trade and long-term investments. The revenue generated by such a currency transaction tax could be a contribution to financing international co-operation, for instance through UN bodies.>>
(3) Reference is made to (2) above and the report to the Storting (the Norwegian national assembly, translator's note) concerning the United Nations (No. 43, 1996-97), in which the DNA Government, among other things, supported the establishment of a UN economic security council.
(4) The so-called Tobin tax has long been on the agenda of the meetings of the Socialist International and the PES, the forum of the European Social Democratic parties. For instance, our party chairman, Mr Thorbjørn Jagland, has raised this issue in his contributions.
(5) Since Norway is not a member of the EU and Arbeiderpartiet no longer is in government, we do not submit any proposals to be considered by official EU bodies. However, as our platform indicates we would welcome co-operation between all countries wishing to develop the idea of a Tobin tax.
